EurAc, the network of European NGOs involved in advocacy on Central African issues has watched with great concern how the security situation has worsened and violence has increased in the present pre-electoral period in the DRC. This has been very noticeable in the sequence of events on Monday 5 September and Tuesday 6 September 2011.
The office of the PPRD at Kalamu was damaged on 5 September at 1700 during clashes between PPRD activists and those of the UDPS. In a punitive action around 0200 in the night of 5-6 September a television studio belonging to an opposition member and the headquarters of the UDPS were both set on fire by unidentified armed men. During street protests by UDPS members on 6 September one person was killed and several others wounded.
The civil society platform, AETA (Action for transparent and peaceful elections) immediately condemned this violence and condemned any attempt to exploit young people who might be liable to provoke social unrest. It called on all the political parties to avoid violence and to respect the basic principles of free, transparent and peaceful democratic elections.
EurAc and its member organisations are collaborating with AETA and others to organise good civic education and the sending of an independent election observation mission as vital conditions for a credible electoral process. EurAc and its members would like to support and reinforce AETA’s declaration which is attached.
EurAc asks the European Union and its member states to:
a)exert real pressure on the Congolese authorities and on all the main actors in the electoral process so as to make sure that the Congolese people can make their choice and express their wishes during the whole period of a truly free and transparent electoral cycle (right down to the local level).
b)exert real pressure on the Congolese authorities and on all the main actors to respect the results of the elections
c)do the maximum to ensure security around the elections and denounce any resort to violence and any action which exploits the desperation of the deprived classes of the population.
d)support the creation of a permanent dialogue between all the actors involved in the elections in the Congo in order to neutralise the potential for violence.
